Odessa City Council official saves 40 million for the LLC linked to Angert, Galanternyk and Trukhanov.
In 2014, the secretary of the Odessa City Council, who acted as the head, Oleg Brindak conclude leases contracts of land plots with Arcadia-City LLC deliberately lowering the regulatory monetary valuation of land plots and a fixed rental rate, thereby damaging the Odessa community in the amount of almost 40 million UAH
This is stated in the investigation "Why not, if so!".
It is stated in the text of the investigation that `the intentionality while signing lease agreements and causing serious damage may entail for Oleg Brindak the responsibility for criminal offense under Part 2 of Article 364 of the Criminal Code of Ukraine. `
For example, on February 17, 2014, contracts were signed for the lease of three land plots on the territory of the Arcadia Park, two of which with a total area of 0.9164 ha and 0.4583 ha, respectively, were assigned for landscaping. Their estimated value was determined based on 567.67 UAH and 706.92 UAH per 1 sq. m. and the rent was calculated using a low fixed rental rate of 3%, which was from 1.40 to 1.70 hryvnia per month or from 15 to 20 cents in dollar equivalent on February 2014.
The third plot of land had a total area of 0.5117 ha and the earmarking was to the operation and maintenance of a non-existent family-health complex. The estimated value of this plot was determined based on UAH 2 838,36 for 1 sq.m. (4-5 times more than the previous two sites). In addition, a fixed rental rate of 5% was applied to determine the rent for this allotment.
It is stated in the text of the investigation that `there can be a discrepancy in determining the estimated value of land plots and fixed rental interest rates for three plots, since they are in one place, have almost the same technical indicators and border each other. The implementation of such a scheme may mean that there is intent of Oleg Bryndak, who signed all three lease agreements, in favor of ARKADIA-CITY LLC. `
It also states that, according to the Unified State Register of Legal Entities, PIFs and Public Associations, the founders and owners of the ARKADIA-CITY LLC are from Dnipro (Ukraine), London (United Kingdom) and Ramat Ghana (Israel).
In turn, according to Panama Papers, an Israeli beneficiary of the LLC, Leonid Moldavskiy, has a link to Oleksandr Angert, who was considered an quiet owner of Odesa and an overseer of the Odesa City Council.
On the other hand, Arcadia-City LLC, through the London line of connections and personally through Zinko Natalya and Oleg (wife and father-in-law), has the link with Volodymyr Galaternik, also called as the owner of Odesa.
Pursuant to the Panama Papers, the third link is between the Arkadya-City LLC and Gennady Trukhanov (through Kateryna Trukhanova (daughter), the current mayor of Odesa, now suspected of embezzling budget millions.
Public detectives have already filed a criminal complaint with the NABU.
