Ukraine has a unique chance to launch the most effective tool in the fight against corruption

30.08.2019

If legislative changes on Whistleblowers are adopted, the Institute of whistleblowing, which is the most effective tool in the fight against corruption, will finally be launched.

It was stated by an expert of the Innovation and Development Foundation (IDF) Ukraine, one of the co-authors of the bills on Whistleblowers Roman Zhovnir.

Whistleblowing has proven itself as an effective tool all around the world. Whistleblowers help to save billions of dollars. At the same time, they receive a percentage of the amount saved.

Ukraine received a unique chance to adopt an effective tool in the fight against corruption. It also became possible to guarantee not only real protection but also financial compensation to the Whistleblowers. That besides being an effective instrument of combating corruption, whistleblowing is extremely important for preventing corruption risks. Involving Whistleblowers to corruption exposure has a positive effect on reducing its level in society. It was research confirmed by Whistleblower protection international organization.

If people stop being silent about the corruption offenses they witnessed, then potential corrupt officials will think twice before engaging in corrupt practices. Nowadays, corrupt officials do not consider ordinary people as a threat. I hope that the new law will change this and reporting corruption will be not only the right action but also beneficial.
Because from all law enforcement agencies Ukrainian citizens show the highest level of trust to anticorruption bodies, including NABU. This means that the tool of whistleblowing can actually work. While the introduction of the Institute of Whistleblowers may collapse at the beginning because of the unwillingness of the relevant authorities to respond promptly and effectively to the reports of the Whistleblowers!
