IDF welcomes a law that revamps the State Bureau of Investigations

Innovation and Development Foundation welcomes passing a law that revamps the State Bureau of Investigations.  Especially, we welcome amendment No 318 that allows investigators dealing with Maidan cases to transfer to the State Bureau of Investigations without competition and provides the establishment of the Department on Maidan cases.

It was stated by Roman Zhovnir, the expert of the Innovation and Development Foundation, commenting on the Verkhovna Rada`s passing the law “On Amendments to the Law of Ukraine “On the State Bureau of Investigation” regarding improving its performance” (No. 2116).

The Law defines the procedure for appointing the Director of the SBI and his powers and standardizes the grounds for bringing SBI employees to disciplinary liability.

“I would like to emphasize that the members of the parliament have agreed the composition of the competition commission that will elect the new SBI Director. This commission includes three members from the Verkhovna Rada, the President and the Cabinet of Ministers. The government quota will be delegated to international organizations”, said Roman Zhovnir.

Also, the document changes the approach for determining the limiting number of the central office and territorial departments of the SBI - it is assumed that this number will be determined by the Cabinet of Ministers upon the submission of the SBI Director.

Parliament's oversight function is strengthened: the Verkhovna Rada may, in the course of considering the report of the SBI Director for a calendar year, find the work of the body unsatisfactory, which may be used as grounds for the dismissal of the Director from this position.
